On Thursday, Russian President Vladimir Putin met with Iranian President Masoud Bazakshian, on the sidelines of the CIS summit and the Caspian Sea environmental summit in Turkmenistan. Putin addressed Bazkashian, according to what was reported by the Russian Foreign Ministry: “We recently met in Bishkek on the sidelines of the Shanghai Cooperation Organization summit, and today, we have the opportunity to discuss the development of our relations, the situation in the region, and the course of developments taking place in it, and with regard to bilateral relations, I would like to point out that they are witnessing positive development based on our basic treaty that was signed at the beginning of last year.”

Putin said, "The progress achieved in the economic field is undoubtedly positive. The volume of trade exchange has grown by more than 21% in 2025, and this trend has continued during the first seven months of this year. I also believe that our cooperation in the humanitarian field represents a good model, as many events are organized in both Russia and Iran, and in general, our relations are getting stronger. I ask you to convey my best wishes to the Supreme Leader of Iran for good health and continued success."

Putin went on to say: "Of course, the most pressing issue today remains the situation in the region. We are aware that Iran is making concrete efforts to end the conflict that broke out in the region through no fault of its own. Iran has once again put forward new proposals to settle the situation by peaceful means. You are aware of our position, Mr. President; and for our part, we are ready to do everything in our power to help you settle this situation. We now have the opportunity to discuss all these issues."

For his part, Bazakshian said, according to what was reported by the official Iranian news agency, “The existing relations and interactions between Tehran and Moscow will advance quickly and strongly. The coordination that has taken place so far has been fruitful, and now is the best opportunity to deepen these interactions and expand their scope.”

The Iranian President continued, addressing Putin: “Just as you opposed unilateralism, the world and the region in which we live must move towards pluralism, and we must not accept the spread of unilateralism in the world. America seeks to impose its policies and opinions on all countries and impose its control.

Now, it dictates American domestic policies to other countries. You have always opposed unilateralism in your speeches and positions. We also strive to advance this process.”

He added: “We are conducting negotiations, but every time we negotiate with America, they attack again, but we will not withdraw from the negotiating and dialogue table. We have presented proposals, and the Americans have also presented new proposals.”

We have made our own modifications to these proposals. It is scheduled that after its completion, it will be prepared and summarized.”

He added: "We appreciate your positions, whether with regard to the region or the United Nations, and the assistance you have provided, and not allowing this unilateral approach to emerge. Our efforts are focused on ending the war and ensuring respect for the rights of the Iranian people within the framework of international law; but if America wants to move forward unilaterally, that will not be possible."
