The spokesman for the National Security and Foreign Policy Committee in the Iranian Parliament, Hassan Qashqavi, reiterated Tehran’s adherence to the seven conditions presented in the framework of negotiations with the United States within what is known as the “Seven-Day Plan,” adding that these conditions were approved by the “highest authorities” of the regime and “cannot be modified or undone at any level of decision-making.”
Qashqawi said, in statements reported by Mehr Agency on Saturday, that the seven conditions “are not subject to negotiation or review,” stressing that they were “informed by the highest authorities” of the regime, which reflects Tehran’s insistence on maintaining its negotiating position without change.
He also considered that previous experiences with Washington “require the full implementation of these conditions before taking any other steps,” accusing the United States of reneging on its previous commitments and straying from the diplomatic path.
Regarding the American response to the Iranian proposal, Qashqavi revealed that the Qatari mediator conveyed to Tehran Washington’s position during the presence of Foreign Minister Abbas Araghchi in New York, and that communication regarding the United States’ response took place before his return to Iran, contrary to what the spokesman described as “allegations and media coverage” regarding the course of the communications.
He also added that, according to his account, Washington requested that the Strait of Hormuz be opened first, with Iranian demands being implemented gradually after that.
While he saw that the essence of the dispute between the two parties “represents the arrangement for implementing commitments, as the United States insists on starting to open the strait, while Tehran refuses to take any prior step before implementing its seven conditions in full.”
The Iranian authorities say that the seven conditions were previously included in the memorandum of understanding discussed in Islamabad, and consider that “the current dispute is not related to the content of these conditions, but rather to the chronological order of their implementation and the mechanism for implementing mutual obligations.”
Qashqawi had stated on October 4 that the negotiations that took place in New York did not differ in essence from the previous talks in Islamabad, noting that the original plan was based on two time phases extending 30 days and then 60 days, while the “seven-day plan” aims to compress the timetable to only one week while keeping the essence of the understandings unchanged, according to him.
In a development related to the negotiations, Kremlin spokesman Dmitry Peskov announced on Saturday that Russian President Vladimir Putin conveyed to his American counterpart Donald Trump the Iranian position regarding the possible settlement of the war, following a phone call between the two presidents on Friday and a meeting between Putin and Iranian President Masoud Pezeshkian on Thursday on the sidelines of a summit in Turkmenistan, according to the RIA Novosti agency.
While the Kremlin did not clarify whether the Russian message included details of the seven Iranian conditions or the provisions of the “Seven Day Plan.”
However, the announcement comes at a time when the dispute continues between Tehran and Washington “regarding the arrangement for implementing commitments, amid Iran’s adherence to its conditions and its refusal to open the Strait of Hormuz before implementing them,” according to Qashqavi.
