The UN Under-Secretary-General for Humanitarian Affairs, Tom Fletcher, called on Israel and Hamas to respect the ceasefire and remove obstacles to humanitarian aid delivery.
Fletcher stated that three years ago, as a result of attacks launched by Hamas and other Palestinian factions, "civilians were killed, hostages were taken, and the destructive Israeli attacks on Gaza resulted in the killing and displacement of civilians."
Fletcher added, "A year after the ceasefire was declared, people are still being killed and forced to leave their homes, and families are spending their fourth winter in tents and temporary shelters," urging Israel and Hamas to "fully respect the ceasefire, protect civilians, including humanitarian workers, remove any obstacles to aid delivery, comply with international law, and choose lasting peace."
It is worth noting that Israel and Hamas agreed, on October 9, 2025, with the mediation of Egypt, Qatar, the United States, and Turkey, to implement the first phase of the peace plan proposed by Trump, and the ceasefire in Gaza came into effect on October 10. According to the agreement, Israeli forces withdrew to what is known as the "yellow line," retaining more than 50% of the territory of the sector under their control.
