The State of Kuwait maintained its Tier 2 classification for the second year in a row, according to the US Department of State’s Trafficking in Persons Report for 2026.
The Kuwaiti Public Prosecution said, in a statement, that it had initiated criminal proceedings against 64 defendants in crimes of trafficking in persons, and charged them in accordance with the provisions of Law No. 91 of 2013 regarding combating trafficking in persons and smuggling of migrants. It also tracked crimes related to trafficking, including money laundering and forgery of official and banking documents.
The prosecution explained that the number of human trafficking cases under investigation increased from 3 to 11 cases during the period covered by the report, while a ruling was issued convicting defendants of two human trafficking crimes.
She added that, during the reporting period, the Public Prosecutor established a specialized unit to combat trafficking in persons and smuggling of migrants, which is responsible for following up on the implementation of the national referral mechanism, unifying procedures for identifying and protecting victims, developing investigation methods, and creating a comprehensive database for these crimes, in addition to providing technical guidance to members of the Public Prosecution and law enforcement agencies.
She indicated that members of the prosecution received training on the proper legal adaptation of human trafficking cases, and a service for reporting these crimes was also made available on the prosecution’s website.
At the conclusion of its statement, the Public Prosecution praised the efforts of the Permanent National Committee to Combat Trafficking in Persons and Smuggling of Migrants and the parties represented in it, stressing the continuation of prosecuting the perpetrators of these crimes and applying the provisions of the law against them, in addition to protecting the victims.
