On Monday, Moroccan Prime Minister Fatima Zahraa Mansouri presented the government program for the period 2026-2031, pledging to give priority to improving purchasing power, enhancing social protection, providing job opportunities, and fighting corruption, while targeting an average economic growth of 5% annually.

During a joint plenary session of the two houses of Parliament, Al Mansouri confirmed that her government will work to improve public services and reduce social and spatial disparities, which will directly reflect on the livelihood of citizens.

In the introduction to the pledges, Al Mansouri announced support for electricity bills not exceeding 100 dirhams per month for the main residences of eligible families, automatically and without administrative requests.

It also pledged to gradually review the income tax to increase workers’ net wages, and to double direct social support from 500 to 1,000 dirhams by the end of the government’s term.

The program included gradually raising the minimum basic pension to 3,000 dirhams per month, and providing widows with a pension equivalent to the full rights of the deceased husband.

Regarding the employment file, the government intends to launch a program in 2027 to train 100,000 young people annually according to the needs of companies, and provide a first professional experience for another 100,000 young people, in addition to supporting 60,000 enterprises to obtain financing and public deals.

As for education, the government aims to raise the percentage of students proficient in basic skills to 80% by 2031, and to reach the goal of “zero school interruption” by 2030.

It also pledged to criminalize illicit enrichment, punish conflicts of interest, and combat monopoly and practices harmful to competition.

Economically, the government aims to achieve average growth of 5% annually during the period 2027-2031, while keeping inflation at 2% and the budget deficit near 3% of GDP.

It also seeks to reduce public debt to about 62% of GDP by 2031, and raise the private sector’s contribution to two-thirds of national investments.

In the energy sector, the program aims to raise the share of renewable energies to more than 52% by 2030, and accelerate seawater desalination projects to mobilize 1.8 billion cubic meters by 2031.

The pledges also include raising the national seed quota from 20% to 50%, rehabilitating or building 100,000 rural homes, while providing direct support worth 40,000 dirhams to eligible families.

The government is also betting on attracting 26 million tourists by 2030.

The program is scheduled to be discussed before both houses of Parliament, before voting on it in the House of Representatives, as the installation of the government requires that its program obtain the confidence of the majority, according to Article 88 of the Moroccan Constitution.
